Turning Cloud Sprawl Into Strategic Spend for the Association of Colleges

How CloudMatters took ownership of AoC's Microsoft Azure and 365 estate, delivering immediate cost savings, transparent billing and a documented cloud and security strategy for their 225 users across five UK regions.

Immediate Cloud cost reduction
Fully itemised Invoicing transparency
24/7 SOC Security coverage
225 Users protected

The Challenge

The Association of Colleges was receiving opaque cloud invoices with no breakdown for internal cost allocation, paying for over-provisioned Azure resources they no longer used, and had no visibility into how their cloud spend was actually working for the organisation. With no engagement with Microsoft's education incentive programmes and no long-term plan for cloud maturity, costs were climbing while security posture stood still.

Our Solution

Over a three-month engagement we audited the full Azure and Microsoft 365 estate, right-sized every workload, consolidated licensing and secured an optimised minimum commitment with Microsoft. We deployed our 24/7 Managed Detection & Response service and delivered a consult-led, fully documented cloud and security roadmap aligned to AoC's business goals.

The Challenge

The Association of Colleges represents and supports further education colleges across England, serving 225 staff spread across a London head office and four regional branches. Like many organisations that had grown into the cloud organically, AoC found themselves in a familiar position: paying more each month for a cloud estate they understood less and less.

The leadership team knew their Microsoft Azure and 365 environment was central to staff productivity, mobility and security - but they had no way to prove they were getting value from it. Specifically, the situation on the ground looked like this:

  • Opaque invoicing - Cloud bills arrived each month without the detailed breakdown AoC needed to allocate costs across departments and programmes
  • Over-provisioned resources - Workloads had been specified for peaks that never materialised, leaving AoC paying for capacity that sat idle
  • No engagement with vendor incentives - As an education customer, AoC was entitled to significant Microsoft savings they were not accessing
  • Stalled cloud maturity - There was no documented plan for improving architecture, governance or security posture over time

It was not a crisis, which is often the most dangerous kind of problem. Costs were creeping up, confidence was slipping, and nobody owned the roadmap.

Our Approach

We ran a focused, three-month engagement designed to turn uncertainty into a plan - and a plan into savings.

Phase 1: Discover and Measure

Our team took full ownership of AoC’s cloud estate and conducted a deep assessment of every Azure workload and Microsoft 365 licence. We benchmarked usage against actual consumption, mapped resources to business functions, and produced the itemised breakdown AoC had been asking for for years.

Phase 2: Right-Size and Renegotiate

With the picture clear, we right-sized every over-provisioned workload, consolidated licensing where duplication had crept in, and engaged Microsoft on AoC’s behalf to unlock education sector incentives. We structured a minimum commitment agreement that gave AoC predictable pricing for the resources they genuinely needed - and nothing more.

Phase 3: Secure and Strategise

Cost optimisation is only half the story. We deployed our Managed Detection & Response solution, backed by a 24/7 Security Operations Centre, to protect AoC’s data, users and apps around the clock. Alongside this, we delivered a documented cloud and security strategy mapped directly to AoC’s business goals - giving the leadership team a roadmap they could actually share with the board.

The Results

Within the first month of taking ownership, CloudMatters had already delivered tangible cost savings and the kind of monthly reporting AoC’s finance team had been waiting for. Peter Brophy, AoC’s Finance Director, now receives itemised invoices and clear monthly reports covering both Azure and Microsoft 365 spend.

Beyond the numbers, AoC gained something harder to quantify: a partner who owns the outcome. Their cloud estate is now right-sized, continuously monitored, actively defended and documented - and the strategy is reviewed regularly to keep pace with the organisation’s priorities.

Looking Forward

We continue to work with AoC as their cloud and security partner, delivering quarterly strategy reviews, ongoing optimisation and 24/7 threat detection. As AoC takes on new Department for Education projects, we make sure their cloud foundation scales with them - predictably, transparently and securely.
